Cloudy water in new aquarium no fish help?

Ok so 3 days ago i bought a 29 gallon fish tank at Petland. It came with a start up kit the salesperson told me that was everything i needed to get my tank ready. Ok i rinsed everything before adding it to the tank. The filter that was in the kit said for 5-20 gallon tanks so I called and informed them that I believe they may have given me the wrong start kit and they said that filter would be ok since the next size is for a 30 gallon tank. Would this cause my water to get cloudy because of the filter being to small? I have also been adding the water conditioner and there is no fish in the tank yet.
