Is what this salesperson did against the rules?

It is something illegal (could be looked at as attempted kidnapping) but it's not something they'll make a big deal out of... They won't even bother arresting the salesman, they'll give him a written warning and the victim has every right to put a restraining order against him. It'll end there.
