Will I get my money refunded? I set up a prepaid calling account?

so my son can call home from jail. After finding out I had to pay an additional 34 dollars just to use the service to another company, I called and canceled the order. I didn't even use the service. It's been three days since I called and asked for my money to be refunded, the salesperson told me the money would be refunded immediately. Still no refund! I called back yesterday and was told my money was being refuned, still nothing! How can I go about getting my money back? Can I file a complaint with ftc.gov?
